This Focused Planning Study is intended to address existing non-standard airfield conditions. Of particular focus will be the Runway Object Free Area and the Runway Protection Zones. However, all FAA design surfaces will be analyzed. The desired outcome of this study is a runway system that meets FAA design standards in whole, or as completely as feasible. Ultimately, the Airport Layout Plan (ALP) is updated to reflect the findings of this study and is used by FAA and the Airport when making decisions for funding of capital improvements.

This Focused Planning Study will provide recommendations from which the airport sponsor may take action to improve the airport and all associated services important to safety, public needs, convenience, and economic growth. The plan will benefit all residents of the area by providing a single, comprehensive plan, which supports and balances airfield safety, continued growth of aviation activities, and the environmental preservation of the surrounding environs.
The FAA indicated that several non-standard conditions that exist on the airfield must be addressed and resolved (for a planning perspective) before they can accept and act on a new ALP. This study is intended to focus on specific airfield issues that were not fully resolved during a recent master plan study.
A qualifications-based consultant selection process was undertaken by the airport sponsor. National airport consulting firm, Coffman Associates, was selected to lead the Focused Planning Study.
The FAA provides 90 percent of the project funding, with the remaining 10 percent coming from the Airport. The funding is sourced from the federal Aviation Trust Fund, which is funded exclusively by various aviation user fees, including taxes on airline tickets, aviation fuel, and some aircraft parts.
All pertinent project materials, including draft submissions, are posted to this website on the Documents page. In addition, this project calls for up to two (2) public information workshops which will be held during the study process. The public information workshop will be advertised locally and on this project website.
